Community Scorecard Toolkit: Empowering Communities and Health Care Providers to Lead Change

The community scorecard toolkit was created as a part of APC’s work with The Local Capacity Initiative (LCI), which was established by the U.S. Government to strengthen the sustainability of national HIV and AIDS responses. The purpose of this document is to provide a step-by-step guide for implementers of community health programs, including local governments, nongovernmental organizations (NGOs), and civil society organizations, on how to develop and implement a community scorecard to monitor and improve the quality of services at a health facility. It focuses specifically on improving service quality and health outcomes for key populations receiving HIV and AIDS services at community level healthcare facilities.

Additional materials are also available to help take full advantage of the toolkit. The Community Scorecard Facilitator Training contains nine sessions that can be used to walk implementors through the concept, standard operating procedures, how to use the scorecard, and more. While the Resource Training Template is a tool used to help estimate costs and inform pricing decisions for implementing the Community Scorecard.
